Neltharion and Deathwing are the same person. He's still wearing the armor because he is still damaged in that image. However, they are slowly taking the armor off.
The yellow puke as you have so "eloquently" called it is actually his lava.
However, this is a much better image of it.

There is a story that explains why Neltharion still has his armor on. Here is the passage.
Neltharion growled at her and turned away again.
"I noticed you've healed me completely save for the back plates," he said.
"I came here to finish up the process," said Alexstrasza. "And you'll be fully restored as the Neltharion I remember."
Neltharion let loose a snort: "You know what, dear little sister? Don't bother taking the elementium armor off my back or the blade off my tail. I much rather keep them there."
"Why?"
"Because I'm not the Neltharion you knew 10 thousand years ago!" he said. "I'm not him anymore. Nor do I wish to be him."
As for that image, the story behind it is Twilight enchanted the armor that Neltharion wears as a means to keep him under control as he is going through a rehabilitation process. But eventually, the armor will be taken off.
And for the breathe attack - lava can't have puke yellow color. Picture you linked looks more like orange.
And if you refused to read the passage, then fine. Don't read the passage that explains the armor on Neltharion. That's fine too.
But I don't want to hear anymore complaints about it either. It's no my fault if you're not well informed.
